CASE STUDY – SRMD

SCENARIO

Two independently owned and operated local hospitals, operating in neighboring cities situated along the Sulphur River Basin, were recently acquired by the newly formed Sulphur River Medical District (SRMD).  This regional district was formed to assume control of these medical facilities with the intent of providing better and more uniform healthcare opportunities for the residents of communities in the Sulphur River region while increasing the operational and financial efficiency of both facilities.  The facility now designated as the “East Campus” features an Emergency Room, Operating Rooms, Maternity Ward, and 150 patient beds.  The “West Campus” features an Emergency Room, Operating Rooms, Outpatient Clinic, Intensive Care Unit, and 200 patient beds.

The SRMD will maintain established patient services at both campuses; however, the Administration and Technology Management components will be consolidated at one of the two campuses to enhance efficiency and create consistency between the facilities.  The two facilities currently have their own separate technology support teams with 40 members at the East Campus and 60 members at the West Campus.  Each campus has a technology manager directing multiple network and systems engineers, applications managers, field service technicians, administrative assistants, and call center personnel.  The two facilities utilize different platforms for patient records and data management.  The implementation of a single platform will be necessary to ensure uniformity across the district.

The district is seeking a qualified Technology Director, with strong Project Management skills, to direct the consolidation of the technology components of the two campuses into a single unit. The Technology Director will be responsible for making organizational decisions related to staffing, facilities, systems administration, and project planning and management, and facilitating the implementation of necessary changes.  The district board envisions that the consolidation should enable a technology staff reduction from the current 100 staff members to approximately

75 once the merger of technology departments is complete, thus resulting in significant financial savings for the district.  A six-month consolidated period is allocated during which the process is expected to be completed.

ASSIGNMENT

Instructions: When you respond to each question, number and type the complete question as it appears on this sheet. Then write your response after the question. Follow the guidelines and procedures found in this document.

You are one of the final candidates for the newly created position of Technology Director for the Sulphur River Regional Medical District (SRMD).  How would you respond to the district’s search committee when asked the following questions regarding the scenario presented above?

  1. Describe the process you would use to determine at which campus the newly consolidated Technology Department should be housed and where resources would be located.

  1. What criteria would you use to identify existing personnel positions that should be retained or eliminated during the process of down-sizing the consolidated department? What technology staff positions, if any, would need to maintain a presence at both campuses, and why?

  1. Describe the process you would use to determine the appropriate platform to host patient records and data such that it is secure, but readily available to authorized staff and medical personnel.

  1. Describe, in detail, the implementation plan and schedule you would propose to accomplish the consolidation process within the six-month scheduled time-frame.

  1. What Knowledge Management strategies would you employ to ensure a minimal loss of information during the consolidation period and make critical information more accessible to current and future staff members?
